So maybe QGIS 0.11 produces invalid queries. There was some changes in QGIS 
1.0 and now the recent trunk works for me fine with following settings:

url: http://wms1.ccgis.de/cgi-bin/mapserv?map=/data/umn/germany/germany.map
projection: WGS84

However it produces similar error message (only without the sentence about a 
possible bug in QGIS) when I don't select any projection.
