I've just uploaded the new proxy-friendly version of the Plugin Installer with 
Barry's patch (0.06.5). Proxy users, Could you upgrade and test it please?

If you can't use the present installer, just unpack the file below to your 
~/.qgis/python/plugins directory:

http://spatialserver.net/pyqgis/plugins/plugin_installer.zip
(compatible with all QGIS versions with python support, so since 0.9 to trunk)
