[Qgis-user] problem in including clases

Hi jurgen,
Actually i m writing plugins.
But I don't have packages like
qgis_core ,
qgis_gui,
qgis_raster,
qgis_legend
anywhere in my machine but i saw these included in the make file for writing
plugin for pointConverter in example of  the document of QGIS.
Can u plz let me know what should i do.
