Possibly.  I didn't try yet.  I think is should be possible to
reorganize the OSgeo4W binaries and create a standalone installer.

Most of the OSGeo4W binaries are built with MSVC (different versions;
QGIS, Qt & PyQt with Visual C++ 2008 Express Edition).   GRASS cannot be
build with MSVC and therefore MinGW is used for that, but the
dependencies are from OSGeo4W (ie. MSVC built).
