[Qgis-user] How to create shape file in QGIS

Shadab,

If you are trying to create a new shapefile, you will want to click on 
the 'New vector layer' icon [see attachment]. This will allow you to 
create an empty shapefile, which you can then digitize using the editing 
tools in QGIS.
