Just tested on debian: The short cuts for zooming and panning with the keyboard
works like this:

Place the mouse cursor inside the map area (or activate the map area with the
tab key) then use the arrow keys for panning and the up and down keys for
zooming.

The combination (mouse + keys) you described works also, of course.
