+1 here.

Stephen, as a workaround, I use a local wms to load 500+ topographic
maps in QGIS, using the generated index.shp from gdaltindex.

An example map file is like this:

LAYER
    NAME 'Topo_Sheet'
    STATUS ON
    TILEINDEX '/__/toposheets/topo_index.shp'
    TILEITEM 'location'
    TYPE RASTER
    PROCESSING "DITHER=YES"
    PROJECTION
	"+proj=longlat +ellps=clrk66 +no_defs"
    END
  END

The WMS layer will load only the tiles you need within the QGIS mapwindow.
