Go to the map tools tab in QGIS options dialog and switch the identify mode
from "Current layer" to "Top down".    After that you'll get features from
multiple layers, when you uses the identify tool.

You can also select (actually you block) the layers you want identify to work
on in the "identifiable layers" tab in the project options.
