[Qgis-user] QGIS not connecting to Internet

I know this problem has been noted before but it's still not fixed:

 

1.3 binary on XP and 1.0.2 binary in OSGeo4W on XP will not access the
Net for any service, be it WMS or plugin manager. It makes no difference
whether I set a proxy or not in Options. Local services work fine. 

 

1.0.1          on Ubuntu 8.04 server on the same network, connects just
fine to external services. 

 

What's the current fix for this problem on windows?
