I think we figured out previously that it is now acceptable under the
license, but I think you need to have an api key. Note solving this
would also allow for things like OpenStreetMap tile overlays too which
have much more permissive licensing.

Others have asked about Tile support in general as many data source use
Tilecache or the Geoserver equivalent too.

FYI, gvSIG had a Summer of Code student working on this same thing last
year. Might be able to learn from that.
