I was under the impression that it was originally going to be available as
redistributable binaries on 12/31/09 and more recently 1/7/10.

Are the windows & Mac binaries for v 1.4 available for download yet?

 for windows you can find the Nightly Trunk Builds - Windows - OSGeo4W at:
http://www.qgis.org/en/download/current-software.html

For Mac I think only the 1.3 version is available at the same page.
