[Qgis-user] Use render caching where possible to speed up redraws

I've played around with allowing this on my own builds. The result is crashes, at least with some projects, when you try to resize the application window. I've not tried to debug this, but it seems to be a qt issue. It is true of both carbon and cocoa qt-4.6, likely older qt as well.
