[Qgis-user] Can not find ordinal 127 in the dynamic link library libpq.dll

I have installed QGIS 1.7.0. If I run from the desktop icon displays the
following error message.

"Can not find ordinal 127 in the dynamic link library libpq.dll"

What could be the problem?.
