[Qgis-user] Disable topological editing

Hi Stefan

The same happens for me. Debugging the issue, I found that a python plugin 
sets topological editing to true after the snapping dialog has been created . 
The name of the plugin is 'soverify' ;-)

I'm going to add an additional safety check to the open method of the snapping 
dialog.
