Nope, there's only one qgis source package, which also produces the server
binary package.

Doesn't look like a problem with the packages.

Adding 

deb http://ppa.launchpad.net/ubuntugis/ubuntugis-unstable/ubuntu oneiric main 

manually to the sources list, should help.   I don't know about the
"convienient" method and why it apparently doesn't work.
