I just like to add more info about this article - Selecting an
Enterprise GIS Solution.

I think this just a start on the project of using Open Source for
Victoria’s new Forest and Parks Monitoring and Reporting Information
System (FPMRIS).

Most of the consulting firms ask to help to implement the project lack
knowledge on the capabilities of OSGeo and indept technical expertise
on the subject they are addressing, hence, the initial approach and
solution are quite swallow.
