[Qgis-user] bug

When attempting to start qgis I get this error and some of the menu items are obscured when qgis does eventually start.  Have deleted the program and downloaded and reinstalled from scratch but still get the error.  Have been using qgis for a couple of years, using windows xp and qgis 1.6.  tried to switch off all plugins but still have error after attempting to restart, is it a plugin that has somehow stored itself on the computer and is damaging the program again?

Couldn't load plugin openlayersov due an error when calling its initGui() method
