Hi Stephen,

I don't think you've had a reply from elsewhere yet... QGIS isn't really the right software to do all of what you're after. It can certainly help you prepare data to build a hydraulic model and then map the outputs. But it can't convert flow into a level, you need hydraulic modelling software for this (unless you're very brave and fancy writing a plugin to estimate level from Manning's equation along a reach, but this would be quite approximate).

Depending on what you want to model there are a number of free tools out there:

ANUGA, 2D model which is FOSS
HEC RAS/HMS 1D model/hydrological model, free but not FOSS
and others

Hope this starts you on the path.
