Brad,
Are you trying to download from qgis.org or from the ubuntugis
repository? If it's the latter, then it needs to be reported to the
ubuntugis list (or possibly launchpad), which I', CC'ing on this email.
Thanks for the report, hopefully we can find what's going on. In the
meantime, try:
1. disable 3rd party repos
2. apt-get update
3. apt-add either ubuntugis or qgis.org (only enable 1 of them).
4. apt-get update
5. apt-get install qgis
