That's definitely true. There is a project I just set up (a custom tile 
service combined with a Google basemap) where the satellite image 
perfectly fits my tiles, but the road map layer is about 2 meters off 
(satellite image and road map don't even match each other, as can be 
seen in hybrid view).

If in doubt, I usually use some trustworthy WMS-service to doublecheck 
the quality of my own data.
