Kml is just a vector data format which can be read and written by OGR,
the library that is used for that by QGIS.
So yes: you can just open a kml file via 'add vector layer' and choose
.kml files.
Only 'drawback': the popup information which is in the kml always in an
attribute called 'Description' and often holds all information in some
html-format is not formatted/rendered as html, but as a string of the
html-source.
@devs: nice feature? Maybe some api-call so you can override the
'identify-tool'-popup with some python-qt-web-widget impl?
