Hallo,
the data is in lat/lon and WGS84 datum as stated on the download page
http://gadm.org/country
if you use this projection for the project you get the "compressed"
appearance
In order to get an appearance similar to DEU_adm.png you might e.g. use
UTM-WGS84 projection (in this case use EPSG:32632).
tick on-the-fly-projection in project properties.
