if you look into the result the wms server has sent you, then
you can see the following error message:

msWMSDispatch(): WMS server error. Incomplete WMS request: REQUEST
parameter missing

Adding all the required parameters you will get a good result:

http://www.geodaten.bayern.de/ogc/getogc.cgi?SERVICE=WMS&VERSION=1.1.1&REQUEST=GetCapabilities
