[Qgis-user] how to split a single field into multiple fields with the field calculator?

Hi, I would normally do this in excel and then use a join command, but I
have special characters in foreign languages in the attribute table I'd
like to preserve. So far I successfully preserved the special characters
when I exported the attribute table from QGIS and opened it in excel using
the proper character encoding (cp1252), but when I bring it back into QGIS
I can't get the characters to display using cp1252 or utf-8.

Can anyone inform me if there is a way to edit the attribute table in QGIS
and use the field calculator to split text from a single field into
multiple fields using a delimiter such as a comma? (ie address data)
