We as a project do not usually handle targeted donations.
What you can do:
- use this page: http://hub.qgis.org/wiki/quantum-gis/Sharing_QGIS_development_costs
- open a ticket and declare your willingness to fund its solution with a determined
amount of money
- open a project, e.g. on Pledgebank
- hire directly a developer.
