[Qgis-user] Error 14 -- Unable to open ~/.qgis//qgis.db -- QGIS version 1.8.0-Lisboa -- Ubuntu 12.04

You probably have permission problems or a corrupt file.
Rename your .qgis folder to .qgis.bak and restart qgis. Do not copy
qgis.db from elsewhere.
