Not so common: can you provide examples?

I do not think this is a widespread phenomenon.

I would say many Win users do not report and follow bugs, and they are not used
helping (by coding or by sponsoring) to fix them.

I think these are local (compilation) problems. I use regularly qgis on a variety of
win machines for courses, and I do not encounter major problems.
