Maybe both things can be done. Sometimes (often in my case) it is important
to have a styled layer with different queries displaying different themes.
Your approach is interesting too. Implementing "load/save styles" with
field-aliases/widgets, label settings, queries, title, actions, joins, 
diagrams, etc. we could have something very similar to ESRI layer (*.lyr)
files.
