[Qgis-user] Can't find Atlas Plugin through Python

I am trying to find the Atlas plugin, but I'm not finding it in any of the
repositories I have listed (and I'm listing every possible one).  I've even
added and connected to the repository provided for Atlas and the plugin
just doesn't show in the list to install.  What am I doing wrong?  Thanks
