[Qgis-user] problem with maximum value selection

I have a shpe file consisting of points having population values in each
point. there are 7000 points
and I have a polygon shape file of council boundaries. 60 polygons

every council boundary covers  different number of points in it. (for
example 100, 150 or less)
I want to know the maximum population value point for every council.

so that I know which spatial location has maximum population in every
council.
