Think it is working now. What I noticed was that when I tried to get the
.shp file out of zipped folder it did not work. But, if I saved the .shp
file outside the zip folder it worked. Live and learn!!

Please reply to the list so that others can help.
As I mentioned previously, *if* the DBF is associated with a shapefile, as
yours appears to be, QGIS will not load only the attribute table, it will
load the geometries as well.
I'm not sure why the filename is not passing from the file chooser to the
Add vector layer dialog. You're sure you're hitting the Open button and not
the Cancel button? Sounds like a stupid question, but on my install (QGIS
2.0.1 on Linux Mint 13) the buttons are in reverse order to the screenshot
you included which looks like it's from some Windows install. Does it work
when you attempt to add a shapefile or other OGR data layers?
Another thing to test. If the file chooser is really misbehaving on you
(hard to imagine, but.), you can at least test adding a shapefile or a DBF
only layer by typing the complete path in Dataset text box of the Add vector
layer dialog (your second screenshot).
