[Qgis-user] Problem with QGISserver

I have Trouble with  QGISserver. I installed the OSGEO4W like described in the Wiki (dektop and QGISserver).
I added every /bin/-path under C:/OSGeo4W/... to my PATH-variable.
Now the GetCapabilities responds with no  Layer- and bbox Information.
The error.log says:    (QgsCoordinateReferenceSystem::loadFromDb) failed : C:/OSGeo4W/./resources/srs.db does not exist!
Why is srs.db not found?  I start apache with httpd.exe (Start/Programs/...). I do not use the C:\OSGeo4W\OSGeo4W.bat.
Ist the Problem because of system variables?

Any ideas?
