[Qgis-user] lost 'fetch python plugins' and vector menu

Dear QGISers,

somehow I have no vector menu and can not find the menu entry 
'fetch python plugins'.


Being on Kubuntu 13.04 64bit I have my QGIS (1.8.0-2~raring1) from 
ubuntugis-unstable.
I deleted any .qgis folders, purged any qgis package and did a fresh install of qgis 
(aptitude install qgis). I have no clue what else I could/should try.


Any help is more than appreciated
