If you run qgis from terminal, what error message(s) do you get?

Tried that, still no luck - no fetch python plugins and no openlayers
plugin.

If you are using 1.8, I guess there is no API change for it, so the
following should do:
sudo apt-get purge python-qgis
sudo apt-get update
sudo apt-get dist-upgrade
sudo apt-get install python-qgis

The plugin install has been merged into the plugin manager.
The API has also chmaged so all plugins need to be updated. This is why you
are missing some of the plugins you used to have.

Hi Robert
I have the same problem (I'm trying to get Openlayers plugin but also don't
have the "Fetch Python Plugins" menu option, and can't get help anywhere,
been through the same methods as you. I'm on Raring and 1.8 or 1.9 and same
problem on both. I've tried for 2 weeks to fix but cannot. Let me know if
you find the secret. There's a fix but it doesn't work for me.
