For writing Python plugins I recommend you read through the pyqgis
cookbook[1].

Also, it is really useful to keep both the QGIS API[2] and the PyQt[3]
documentation at hand.
Also, if you run into some trouble, a better place to ask for help on this
matter would be the qgis-developer mailing list.
