Hola,
   puedes probar el plugin QAD en https://github.com/geosim/QAD.
Este plugin funcciona solo en QGIS 1.8 y està traducido solo en italiano. Funciona como AutoCAD.
Hasta hoy es una version alfa pero creo que te puede ser utile.  Usa github para evidenciar errores.

   you can try the QAD plugin on https://github.com/geosim/QAD site.
This plugin works only on QGIS 1.8 and it is localized in italian. It works like AutoCAD.
Until now it is an alfa version but i think it can be useful. Use github to send bugs.

Try plugin "Numerical Digitize".
