[Qgis-user] Plugins window

In some computers, we see all sections in left panel when we perform
Plugins>Manage and Install Plugins.....

and in some other systems at the same time we see only

Installed
Invalid
Settings

This problem is corrected when there is less load on internet.
Does fetching plugins require higher internet speed in QGIS2.0.
Using windows7, 32 bit.
