[Qgis-user] PGCLIENTENCODING error

Hello list
I am trying to convert mapinfo file to postgis tables
I have previously emaild a problem with this but now I think the problem is
that my data has different encoding than the database
so I am trying to run the command PGCLIENTENCODING to enforce the encoding
sutible to mu database

however I keep getting this error as
PGCLIENTENCODING is not recognised as internal or external command,
operable program or batch file.

can any one help me with this
I am running the command from C:\Program Files\PostgreSQL\9.2\bin this path
