[Qgis-user] QGIS 2.2 Valmiera install problem- Shortcuts don't work

for me (running Windows 7)  it works when I run the qgis-dev.bat file (in
C:\OSGeo4W\bin) as administrator, if I don run as admistrator I get the
missing  qgis_core.dll error you mention.
