this is easy with our plugin Transformation Tools:
http://plugins.qgis.org/plugins/TransformationTools/
Unfortunately we do not have budget to port it to QGIS 2. If you have the development
skills you are welcome to submit a patch, otherwise you can sponsor one developer to
do it.
