To make a rotation in the Print Composer
- Add a map
- In the "Item Properties" you have, a the top, in the dialogue "Main
properties" a field rotation that you can set: (from 0 to 360)

For your Problem : "QGIS 2.0 integrates OSM as a core functionality, which
makes the plugin obsolete": don´t search the plugin you won´t find it.

But you´re right, there are some problems with 64 bits :
