Based on my previous searches and implementations, you need a copy of ArcMap
along with other plugins (open source: ArcMap2SLD or Mxd2Qgs; paid: FME) to
make these "transformations" (ArcMap projects to QGIS projects) possible.
If you only need to convert mxd files in the short term, ESRI offers a
60-day free trial . Also, please be aware that the mxd file is just a
wrapper. The geospatial data is actually independent from this file and
likely interoperable with QGIS (most data formats are). Once opened in
QGIS, you'll just have to create/assign symbology, labels, etc.
