Well, now it's there.   But the downloading

http://qgis.org/downloads/QGIS-OSGeo4W-2.4.0-1-Setup-x86.exe or
http://qgis.org/downloads/QGIS-OSGeo4W-2.4.0-1-Setup-x86_64.exe

would still have worked and triggered the redirects even without the files in
place.
