hi andreas,
please take a look to picture attached.

it's not so clear the saga GUI via processing but it works.
the key point is to select the way you want to make reclassification and
once selected to fill ONLY the relative fields.
the possibilities are:
[0] single
[1] range
[2] simple table.

in this case you want to change just one value, so select [0] single.
then you have to indicate the value to replace in "old value (for single
value change)" field and new value in "new value (for single value change)",
then select the condition (equal to...) in "operator (for single value
change)" field.

then go to "replace no data values" check and check or uncheck if you don't
want to change the value of nodata. if you want to change no data value,
fill "new value for no data values" with proper value.

then go to "replace other values" check and check or uncheck if you don't
want to change the value of other values than 249.

these last 4 control parameters (no data values and other data values) are
common to all three methods of reclassification.
