[Qgis-user] Define the SVG path in an environment variable

the ticket
http://hub.qgis.org/issues/10327

introduce the option for qgis-server to have the SVG path defined in a 
variable from QGIS.INI.

This is allowed also for qgis desktop ?

Or is limited to qgis-server only ?
