[Qgis-user] Restoring Items Tab in Upper Panel of Print Composer

I'm just getting started using QGIS.  I'm trying to make a map of Japan
using the QGIS Tutorial.  When I open the Print Composer, there is no Items
tab in the upper panel.  There is a Command history tab, but no Items tab.
If I go to View > Panels, only 4 options are shown: Composition, Item
properties, Command history, and Atlas generation.  There is no option
shown for Items.  All of the 4 options have a check mark in their box, so
they are all active in the Print Composer window.  How can I restore the
Items tab to the upper panel of the Print Composer?
