I am not quite sure if this is what you want but probably this plugins
will do what you want.

https://plugins.qgis.org/plugins/joinlines/

As the description of the plugins tell- it is not an easy task to do
that because the lines do have directions and the computer does not
automatically know which point should be connected to which other
point (even if they are the "same" point).
To make it short: For OUR brain it is an easy task :)

But try this plugins and please report if they did what you wanted.
