We are having the same issue, with 15 workstations (we are in a training)

about 14 hours ago, it was still fine.

There is a popup after starting the app (which is probably the plugin update
checker)

When you open the Plugin Manager, the download of the Official Plugin Repository never finishes.

We use 2 different ISPs to access the internet.
We can open http://plugins.qgis.org/plugins/plugins.xml?qgis=2.6 in the browser without XML parsing errors.

A quick fix would be highly appreciated, so we can do our plugin exercises :-)
