Yes, that's the point - something that might not be reproducable on master or
2.8 using what's in the repository.

If it either affects master or a 2.8 build it should go to hub, otherwise the
bug should IMHO be filed against master - and also be reproduced with it first
(and that report would in turn not have ~/.qgis2/python).
