First, please start a new topic, instead of replying to an answer to 
some completely other topic.

What QGIS version do you use? The old OSM editor plugin of QGIS 1.8 was 
abandonned some time ago. Now, you can only download the data from the 
OSM database, but not edit and upload to it.
